Rajabhat Institute Council Office and Ministry of Education have prepared a project to establish five additional Rajabhat Institutes, which consisting of Nakhon Phanom Rajabhat Institute, Sisaket Rajabhat Institute, Kalasin Rajabhat Institute, Chaiyaphum Rajabhat Institute, and Roi Et Rajabhat Institute. The project was implemented during the fiscal year 1997 – 1999, according to the resolution of the Cabinet on April 29th, 1997. On July 20thth, 2001, Roi Et Rajabhat Institute was enacted as a royal decree to establish it in the Royal Gazette, Volume 118, Section 59 KOR, dated July 20th, 2001. Later on, June 10th, 2004, Roi Et Rajabhat Institute was renamed Roi Et Rajabhat University on His Majesty the King signed and stamped the Rajabhat University Act in The Royal Gazette, Volume 121, Special Section 23 KOR, dated June 14th, 2004, in which Section 8 specifies the duties of the University as follows:
- Pursuit of truth for academic excellence based on local, Thai, and universal wisdom.
- Produce graduates with knowledge and virtue awareness of being Thai, have love and commitment to the locals, and promote lifelong learning in the community. To help local people be aware of the changes, producing such graduates with the number and quality must be consistent with the country’s graduate production plan.
- Fostering knowledge and understanding of the values, awareness, and pride in local and national cultures
- Learn and strengthen community leaders. Religious leaders and local politicians have democratic awareness, morality, ethics, and the ability to administer community and local development for the benefit of the public.
- Strengthening the teaching profession, producing and developing teachers and educational personnel to have quality standards suitable for high-level professions.
- Coordinate cooperation and help each other between universities, communities, local government organizations, and other organizations within and outside the country for local development.
- Study and seek ways to develop local technologies and modern technologies suitable for the living and occupation of local people, including ways to promote, maintain management, and utilize natural resources sustainably and in a balanced environment.
- Study, research, promote, and carry out projects according to royal initiatives in carrying out the University’s mission for local development.

January 21, 1997
Roi Et Rajabhat Institute Establishment Committee appoints a steering committee and a committee for the establishment of more Rajabhat Institutes.
April 29, 1997
The Cabinet approved the project to establish additional Rajabhat Institutes proposed by the Office of the Rajabhat Institute Council.
March 30, 1999
Roi Et Rajabhat Institute Establishment Committee appointed a committee to establish a new Rajabhat Institute project.

The current Cabinet approved a draft royal decree on establishing Rajabhat Institutes.

His Majesty the King appointed Assistant Professor Dr. Chaloey Poomphan as the President of Roi Et Rajabhat Institute.
